Vice-President Calls for Order and Upholding Rights in Parliament

Rajya Sabha Chairman C P Radhakrishnan addressed members on the first day of the Winter Session, urging them to respect the Constitution and adhere to parliamentary norms. In his maiden speech, the Vice-President emphasized the importance of upholding the Constitution and staying within the boundaries of parliamentary discourse.

Respecting Parliamentary Boundaries

Radhakrishnan stressed that just as players respect referees, members of Parliament must respect the institution and its rules. He highlighted the need for everyone, including the Chairman and members, to understand their responsibilities towards the nation.

"The Constitution of India, along with the rulebook of the Rajya Sabha, determines the 'Lakshman rekha' for parliamentary discourse," he stated. He assured members that he would do his best to protect their rightful claims within those boundaries.

Focus on Serving the People

The Vice-President reminded members of their duty to work with commitment and fulfill the aspirations of the people. He pointed out that parliamentary procedures like 'question hour', 'zero hour', and 'special mentions' provide opportunities to raise public concerns.

He further added that only in a democracy can a person rise from humble beginnings to high positions. He encouraged members to ensure their actions reflect the hopes of all citizens, including farmers, workers, vendors, women, youth, and the poor.

Commitment to Social Justice

Radhakrishnan emphasized the need to fulfill constitutional commitments towards social justice and economic empowerment of Scheduled Castes, Scheduled Tribes, Backward Classes, and other weaker sections of society.

"Citizens look up to Parliament, the highest forum of wisdom and collective judgement to guide the nation," he said, quoting the Tamil poet Thiruvalluvar on the importance of speaking words that are useful and meaningful to society.

Gratitude and Humility

The Vice-President expressed his gratitude to Prime Minister Narendra Modi and all members of the House for their support. He shared his journey from Tiruppur to New Delhi as an example of the power of democracy.

"It is my honour and privilege to serve Bharat Mata," he concluded, thanking everyone for electing him as Vice President of India and Chairman of Rajya Sabha. He called on members to be exemplary leaders who uphold constitutional ideals, ensuring every citizen feels secure in the motherland, regardless of their background.
