Manipur GST Bill Approved by Lok Sabha Amidst Opposition Disruption

The Lok Sabha passed the Manipur Goods and Services Tax (Second Amendment) Bill, 2025, on Monday. The passage occurred amidst disruptions from the Opposition, who were protesting the nationwide Special Intensive Revision (SIR) of electoral rolls. The protests led to multiple adjournments during both morning and afternoon sessions.

  • The Bill was approved by a voice vote despite the ongoing protests.
  • It aims to replace an Ordinance from October 7 to implement GST 2.0 reforms in Manipur, which is currently under Presidentโ€™s rule.

Finance Minister Explains the Bill's Purpose

Finance Minister Nirmala Sitharaman stated that the Bill provides statutory backing to decisions made during the 56th GST Council meeting. These decisions include:

  • Rationalizing GST rates on approximately 375 items.
  • Merging the 5%, 12%, 18%, and 28% tax slabs into two slabs of 5% and 18%.
  • Proposing a new 40% rate for ultra-luxury items.

The revised GST rates were implemented starting September 22. Amendments to the Manipur Goods and Services Tax Act, 2017, were necessary to align state laws with the new rate structure. The Central GST law has already been amended through Sections 121 to 134 of the Finance Act, 2025.

Opposition and Reactions

RSP member NK Premachandran moved a statutory resolution seeking disapproval of the Manipur Goods and Services Tax (Second Amendment) Ordinance. However, the resolution was rejected by a voice vote. TMC member Saugata Ray opposed the introduction of the two new bills, citing concerns about the Central Excise (Amendment) Bill's lack of explicit mention of tobacco's harmful effects and the fact that cess proceeds are not shared with states.

New Bills Introduced Regarding Tobacco and Pan Masala

The Finance Minister also introduced two new bills aimed at repurposing levies on 'sin goods' like tobacco and pan masala. These bills are being introduced ahead of the scheduled phaseout of the GST compensation cess.

Details of the New Bills

  • The Central Excise (Amendment) Bill: Seeks to levy excise duty on tobacco and related products.
  • The Health Security se National Security Cess Bill, 2025: Would be applicable on the manufacturing of pan masala and other goods that the government may notify.

These bills may be discussed in the House on Tuesday.
